The Green Municipal Fund's One-Time Retrofit Studies help affordable housing providers complete the assessments and planning needed before undertaking deep energy retrofit projects. Grants support pre-construction activities that evaluate technical, financial, and implementation approaches to achieve significant energy savings and greenhouse gas (GHG) reductions.

- Canadian municipal governments
- Municipally owned corporations (including municipal housing providers)
- Non-profit affordable housing providers, including housing cooperatives
- Indigenous communities partnering with a Canadian municipality or operating under a shared municipal service agreement
