CANDIDATES FOR REGIONAL REPRESENTATIVES IN COLCHESTER-CUMBERLAND-PICTOU-EAST HANTS

Danielle Fraser, Councillor, Town of Westville

Danielle Fraser

Danielle Fraser is a Councillor with the Town of Westville who brings more than 23 years of legal and administrative experience to municipal government. Her background as a law clerk has provided her with extensive experience in policy interpretation, procedural compliance, and effective decision-making—skills that have supported her work on Council and with community organizations.
Danielle is President of the Westville Royal Canadian Legion Branch 35 and founder of the Helping Hands Pantry Committee. Through these roles, she has developed a strong appreciation for listening, collaboration, and supporting the people who make communities strong.
Danielle is seeking election to the NSFM Board of Directors, motivated by her passion for municipal government and her desire to become more involved in issues affecting communities across Nova Scotia. Her participation in NSFM conferences and events has reinforced the value of learning from diverse perspectives and collaborating with municipal leaders from across the province and country.
As a councillor from a small town, Danielle understands the opportunities and challenges facing smaller municipalities. She is committed to bringing that perspective to the NSFM Board, learning from colleagues, and advocating for strong municipalities throughout Nova Scotia.

Pam Osborne, Councillor, Town of Stewiacke

Pam Osborne

Pam Osborne is a Councillor with the Town of Stewiacke. First elected in a February 2011 by-election, she was re-elected in 2012 and ran for Mayor in 2016. Pam returned to Town Council in a February 2023 by-election and was re-elected in 2024.
Pam currently chairs the Town’s Business Committee and the Colchester-East Hants Public Library Board. She also represents Council on the Oversight Liaison Committee for the Truro and Colchester Partnership for Economic Prosperity and serves as a Director of the Central Nova Scotia Tourism Development Society, where she chairs the Human Resources and Governance Committee. Her previous municipal committee service includes Parks and Recreation, Bylaw and Policy, Audit, and Planning Advisory.
Drawing on a 30-year career in the provincial public service, Pam brings extensive experience in human rights, housing, and financial services, as well as certificate training in project management, workplace investigations, and mediation. Her knowledge of federal and provincial government and her ability to identify funding opportunities would support municipalities across the region.
Pam is seeking election as Regional Representative for Colchester-Cumberland-Pictou-East Hants on the NSFM Board of Directors. She is committed to meeting with each municipal unit in the region, seeking local input, and bringing that advice to the NSFM table. Outside Council, Pam volunteers with VON Canada, judges public speaking for the local 4-H chapter, and hosts international students through the Nova Scotia International Student Program.

Walter Tingley, Councillor, Municipality of East Hants

Walter Tingley

Walter Tingley is a Councillor with the Municipality of East Hants, first elected in October 2021. He brings 40 years of experience in insurance claims management, specializing in the investigation and negotiation of complex claims, including professional liability and catastrophic losses. This work strengthened his skills in planning, organization, investigative interviewing, and sound decision-making.
Walter holds the Certified Insurance Professional designation from the Insurance Institute of Canada. He is a Director and Past President of the Insurance Institute of Nova Scotia and has served as Nova Scotia liaison and a board member with the Canadian Association of Independent Adjusters.
Walter’s municipal and community leadership includes serving as Chair of the NSFM Municipal Group Insurance Oversight Committee and as a member of the NSFM Municipal Infrastructure Advisory Committee. He is also a Board Member of the Property Valuation Services Corporation and a Board Member and Past President of the East Hants Sportsplex.
Now retired from his career in insurance claims management, Walter is seeking election as Regional Representative on the NSFM Board of Directors. He recognizes the significant collective strength municipalities achieve through NSFM and is committed to ensuring the region’s perspectives are heard. His priority will be to actively seek input from regional members, bring their views to the Board, and report back promptly on its work and decisions.
